DOT drug and alcohol testing in 2026: random rates and key rules

If you employ drivers, pilots, transit operators, railroad workers or pipeline staff in safety-sensitive roles, DOT testing is part of running the business. A few of the numbers are set fresh each year.

2026 DOT random testing rates

Each DOT agency sets a minimum annual random testing rate: the share of your covered employees who must be randomly tested during the calendar year. The U.S. Department of Transportation published these minimums for 2026.

The FMCSA rates did not change for 2026; DOT notes they last changed in 2020. The one change from 2025 is the FRA mechanical alcohol rate, now 10%. Employers covered by more than one DOT agency may combine their covered employees into a single random selection pool.

What random testing actually requires

Random testing has to be unannounced and spread reasonably throughout the calendar year. Selections must use a scientifically valid method that gives every covered employee an equal chance of being picked each time. Testing everyone in January and calling it done does not meet that standard. Owner-operators who are not leased to a motor carrier must belong to a consortium to meet the random testing requirement.

  • Reasonable suspicionWhen a trained supervisor or company official observes signs of drug use or alcohol misuse.
  • Return-to-dutyBefore an employee returns to safety-sensitive work after a violation.
  • Follow-upAfter returning to duty: at least six unannounced tests in the first 12 months, and for up to 60 months if the Substance Abuse Professional recommends it.

What a DOT drug test looks for

A DOT drug test is a laboratory test for five drug categories: marijuana, cocaine, opioids, phencyclidine (PCP) and amphetamines. DOT drug testing under 49 CFR Part 40 uses authorized urine or oral-fluid specimens, documented on the Federal Custody and Control Form and tested through an HHS-certified laboratory. Instant-result devices are not authorized for DOT testing. Our DOT drug collections are urine collections.

DOT alcohol screening may be performed using an approved breath or saliva screening device. A DOT confirmation test is performed by breath using an approved evidential breath testing device.

Keep DOT and non-DOT testing separate

Many employers run a company drug-free workplace policy alongside their DOT program. DOT tests must be kept completely separate from non-DOT tests. An instant screen, a hair test or a company-policy laboratory test cannot stand in for a required DOT test. If you are unsure which kind of test a situation calls for, ask before you schedule.
